You mean draw/design a pattern, not colour it?
It's the tool called Seamless (in the tools menu)

Seamless is kind of a simple vector editor (like adobe illustrator or inkscape), it still has many bugs and some things are to avoid, like long layer names makes it crash (I rename all my layers 'a1, a2, a3...)
and while I'm at it - check these pattern tips

Hi Yes sort of.

I have been in the section 'Seamless' and have had a look at the Shapes and Lines tools, but i have noticed from other peoples patterns they have been able to create stuff which they may have been useing other shapes? (not sure)
Can you import shapes or are you limited by the shapes/Lines that is already there?
