Hi there, I'm so glad you asked. :) Borrowing is okay if you give full attribution to the artists who made the vectors, even if the vectors are CC0 (no attribution required). On this site, we encourage template makers to be upfront about using borrowed vectors or tracing other artwork. It is not acceptable to trace any artwork that is not Creative Commons, unless it is clearly made from one of your hand drawn sketches. Otherwise, it is plagiarism.

Attribution is best done with a link to the vector page and the artist's name (and name of the vector, if it is listed on the free vector).

That said, it is still a better practice to do your own artwork to post here. Most free vector sites cannot verify the where the persons posting the vectors got them from. So you are always taking a chance.
