For twisting, I prefer a pulpy paper such as washi. The texture makes it easy to manipulate into twists, but it can be rather expensive and it's not good for pieces that require a lot of folding. I use it only for special work and for cranes and simple flowers.
For folding, kami is the best. If I'm doing a large project, I can buy kami paper in bulk and the price is super cheap.
Washi comes in more traditional patterns while kami is available in both contemporary and traditional patterns. I've even seen hello kitty kami paper! :D
