I'm not sure if there are any web heads like me whose palettes are almost entirely designed in mind as colour schemes for a web site.

Well, I thought I'd create a home for these happy little palettes so if you got some suitable palettes, join in!

Does the design make the color palette or the other war around?

I am currently in the process of redesigning my companies corporate website with a few other designers. I have been requesting that we have a color palette to base our design off of and the lead designer argues that how he designs the site will create the color palette.

Should the palette come first or should the design? I argue that we need a palette first. What are your opinions?
I am a developer who designs as well. This is complex question, but here's some advice:

typically a corporate will have a color theme from their logo- or at least the beginning of one. Designing a palette from my perspective- as a media consultant- will depend greatly on the image they want to portray. I remember laughing because Toyota seemed to follow my changes in color palettes. First Orange/Blue, then Black/Red/, then I changed it to something I really vibe with, and I don't care what Toyota does (lol).

For me, it was a process to arrive at what worked, but I would say in the absence of any firm guidelines let your designer do it his way. He is the one who must execute this, and you'll want the best execution possible.

It sounds like this is a bit of a power struggle, and I can personally advise that it can be more powerful to influence rather than decide. If you challenge him on the "meaning" of the color palette, or have suggestions once a design unfolds, then you may show up to be a leader in your own right without stepping on your lead's toes too hard. Just a thought.
