This palette would be useful for those who are designing websites or products that are intended to be viewed only for a short period of time and wish to convey a sense of calm and relaxation.
The colors of this palette are similar, if not identical, to those used in prison "dunk-tank" cells. Supposedly the pink color helps calm aggressive inmates, but it has been proven that this color only works on initial exposure - prolonged exposure has even been said to cause agitation.
