My question is materials based. I have a set of paints which I can scan and convert. Is there an app. or tool that will take my paint color options and show me palettes that use many of the colors, or a 'nearest, best match' set? Given a set of 20 or so palettes I can choose, but there are SO many on this site I'm hoping there's a tool that will help refine my choices.

You are looking for a set of pre-made palettes which I think it going to be a bit hard. BUT, what you could do is take the colors of your paints and create a group or forum topic (not in "New Feature Requests" area but maybe another forum area like Lovers Lounge or Advice & Critique.
Post the colors you wish to use and ask COLOURlovers to give you some good palette suggestions based on those colors ONLY. Some good people to contact to promote that idea might be American Woman or Ketisse as they run a couple of groups that do limit-based palettes, etc. They might be helpful in promoting this idea. They both know each other and are very active members, you can LOVE NOTE them (sending a private message via their profile on COLOURlovers). You can also let them know that I sent you to them for help, they know me very well.
So the basic idea for example.... create the colors as a hex value so that they are on COLOURlovers (or use ones that are already created if not available for you to name for yourself). Put the badges in like this (FAQ HELP ON INSERTING A CREATION/BADGE).
and see what you get! COLOURlovers would love the challenge. You could ask them for themes such as dark, light, or other conceptual theme...
