I just wanna ask: is it possible to convert a (multicolored) picture into colours of a palette, in photoshop?

I'm getting lost in the text. That's probably because of the combination of English (which is not my native language) and stuff I've never read about before..
Could you please "translate" it somehow for me?
What exactly should I do?
What format of the palette should I download?

What about opening the picture in PhotoShop and just use the eyedropper tool?

That crossed my mind as the first idea, but I would be converting a picture this way for ages..

Ooops, sorry -- I thought you meant you wanted to create a five color palette for COLOURlovers. Yes, far too long if you want most of the colors.
